Two tax authorities. One firm. No junior between you and the signature.
ANCPA Auditing L.L.C was founded in Dubai in 2023 and is licensed by the Dubai Department of Economy and Tourism for auditing, tax consultancy and tax procedures. It is registered with the UAE Federal Tax Authority as a Tax Agent and with the Ministry of Economy and Tourism as an auditor.
Every client deals with the partner who signs, not with a junior who reports to him. Every UAE engagement is quoted, read and signed at partner level. USA returns are prepared and signed by the firm's associates in the USA and reviewed at partner level in Dubai before they go.
The founder, Ashraf Noureldin, spent 25 years in audit and tax across Egypt, the United States and the UAE before founding the firm. He holds California CPA license 147070 and UAE Tax Agent number 20024196, and is a GRI Certified Sustainability Professional. Who we call in, and for what.
The founder signs every audit report and every UAE return. The associates below do the work that sits beside his desk: audit fieldwork, tax planning and filings, and sustainability. They are associates of the firm, not staff.
- Haytham TorkeyAssociate, auditA member of the Egyptian Society of Accountants and Auditors and a Certified Corporate Governance Professional, with over 20 years in financial audit, risk management and corporate governance. He has worked with international firms on audits in banking, financial services and multinational groups. He leads the audit fieldwork on the firm's engagements in Dubai and across the UAE, to international standards.
- Hazem ShawkiAssociate, taxA member of the Egyptian Society for Public Finance and Taxation, with over 30 years in direct and indirect tax across the GCC. He works on corporate tax, VAT and the compliance around them, and runs the tax planning and the filings for the firm's clients in Dubai and across the UAE.
- Dr Ehab ShalabyAssociate, sustainabilityOver 20 years in ESG, climate strategy and sustainable development across the Middle East. He works on ESG reporting and carbon footprints, to frameworks such as GRI and TCFD, and is chairman and CEO of DCarbon Global in Abu Dhabi, a GRI certified training partner.

The USA associates prepare and sign the USA returns; the firm reviews and coordinates them from Dubai. The Egyptian associate keeps the books for clients with a company in Egypt.

- 2021
The California license.
CPA license 147070 issued by the California Board of Accountancy on 18 June 2021, after a career in audit and tax that began in Egypt and continued in the United States.
- 2023
The Dubai firm.
ANCPA Auditing L.L.C licensed in Dubai on 8 August 2023, with the auditing and tax activities on the license and the Federal Tax Authority registration that followed.
- Today
Both sides, one office.
External audit, corporate tax, VAT, bookkeeping and advisory for companies in the UAE, and USA returns for USA citizens in the Gulf and for UAE owners of USA companies, prepared and signed with the associates in Dallas and Laguna Hills. Office 902, Makateb Building, Port Saeed, Dubai.
A note on independence
We do not audit books we keep. If the firm keeps your monthly accounts and you also need an audit, the two are separated: different people on each, and the separation written into the engagement letter. Where that cannot be done, we do one or the other.Why it matters: an auditor who wrote the books is checking their own work, and a bank or a free zone can reject the report.
